Gentlemen:

This morning I was handed the letter written by Gary Fry. With all due respect accorded to all the parties concerned, I am presenting myself before you in response, and providing copies of this letter for all of you.

In your letter dated today, you state: "...it is the City's position that we will not approve any portion of the connecting road (Smith portion) until after designs have been submitted by the City's consultant and approved on the City portion of 2000 West."

I appreciate finally having your position in writing. Thank you very much.

My fellow citizens of Pleasant Grove seem to have painted me as "The Great Obstructionist," the sole impediment for the long delays in the construction of 2000 West. At long last the truth is out.

After twelve years, three mayors and who knows how many different faces on the City Council of Pleasant Grove, let me make my position crystal clear to all concerned.

If seeking a fair market value for the Smith Family land is being an obstruction to the forward progress of Pleasant Grove, then color me as guilty as charged. If the City fathers, whom I respect and regard as my fellow citizens and who were duly elected by their peers, had enough tax money in the cupboard, we could have arrived at a fair market value price for my family's land which could have been taken through the eminent domain powers of the City many years ago. The simple truth is the tax cupboard of Pleasant Grove is bare because of the lack of businesses located in Pleasant Grove.

The flip side is that there has been no money in the City to even make an offer for my families land through eminent domain. Acknowledging that simple fact is useful to all concerned. It elevates our discussion to a simple math problem. We sold our land to the only bidder, and the City never made us an offer.

As I stated in my earlier letter to the City, dated January 26, 2005 (copies provided), my family entered into a private sales contract many, many months ago. At this date, while Pleasant Grove apparently hit the "snooze" button on the alarm clock, I am proceeding with the engineering as outlined in my letter. The engineering design is scheduled for completion in April. We will then proceed with the next step, which is the building of 2000 West.
